I own and use an iMac with Sonoma 14.0 on a daily basis. My wife uses an iPad Pro 16.7.2 for which I could use an operating manual when she needs my help. The iPad world is such a different world than the iMac.
iPad Pro, iPadOS 16
For iPadOS 16, the iPad User Guide is available both online using a web browser (such as Safari), or as an Apple Books download:

Inexplicably, for iPadOS17, the User Guide is only available as online web-pages; there is no downloadable version for offline use.
The Tips App, installed by default on all new models of iPad, also provides a brief introduction - and leads you to the online User Guide. In case you missed it, here is a link to the Tips App:
