iCloud locked
I purchased aiPhone 12 and it is iCloud locked and the people are not responding now but I have proof of purchase from them what can I do to get the iCloud unlocked if I don’t know the original owners information

The phone is more likely Activation Locked.
You will need to obtain the Apple ID and Password of the person who set up the phone previously.
The phone is going to be useless otherwise.
Best to return the phone for a refund.
NEVER buy a used phone unless the phone powers up to the "hello" screen. Even then, you have no idea of the battery condition of the phone.
