Can a device be iCloud unlocked if bought second hand?

I recently bought a device that was listed as unlocked but when i received the device its shows that it is locked to owner. Can anything be done with the device?

How can I unlock iPhone X linked to previous owner's iCloud account without purchase documents? I purchased an iPhone X from a private individual two years ago. I only know that his name is Ruslan. I bought the phone along with its box and manuals, paying in cash, but I do not have any other purchase documents. When I attempted to reset the device to factory settings, I discovered that it was still linked to the previous owner's iCloud account, which resulted in the phone being locked. Only the person whose credentials are shown can unlock the device. Return it or recycle it responsibly.
