That usually means you entered the wrong passcode too many times. If you actually do know the correct passcode, you can wait the amount of time the phone shows and then enter it or you can erase the phone.

Click here and follow the instructions. Restoring the iPhone requires plugging it into a computer with iTunes installed, or a Mac running Catalina or newer.
