Why can't I install the Fitness app (not the Fitness+ app that I would have to pay for) on my iPad, It is on my iPhone and interops with the Workout tool on my Apple watch. I want to share my exercise history on my iPad and can't. Very annoying and a shortfall in interoperability.

I don't see it as terribly likely as most people don't carry their iPads all the time, especially during a workout.
If you want to see your health metrics on your iPad, use the Health app.

Fitness activity syncs to Health automatically. As long as your logged into the same Apple ID on both devices, the identical data will appear in the Health app on both devices.
There is some information that you won't see in health like route maps and some other workout specific information.
I'm not interested in Fitness+, the plain Fitness works fine for my needs using my iPhone and Apple Watch. I would just like to have the Fitness (NOT Fitness+) installed on my iPad so I can transfer and track the information. I have an iPad with iOS 17 installed and an iPhone 12, so these are not issues.
You're right, I don't carry my iPad when I exercise. However, I would like to have my historical data transferrable to my iPad. Your reply spurs a question: can I transfer the exercise historical data from Fitness app on my iPhone to the Health app on my iPad? That would solve my issue if this works.
