The link via the Apple Trade-In - Recycling process to register for recycling in Australia does not work (https://apple.techcollect.com.au/). Is the program still in operation?

You don't have to recycle with Apple. After all, you're declaring the device as trash; any recycler that takes electronic devices will work.
