I need to send info to a
number I have blocked, will the message be delivered. They have not blocked me.

Will Messages Going Through?:
Perhaps... If you have blocked a number as a caller, then sending them a message will still go through, unless it is overruled elsewise. The only way to be disallowed to send a message would be an issue with your Cellular services, or that Screen Time is enabled.
