What are the steps to permanently delete an app from my icloud to reinstall it with updates from the Apple Store on iphone 14 pro max?

Apps are never stored in your iCloud. When you delete an app and then reinstall it, it is downloaded from the App Store. The cloud with down arrow icon in the App Store indicates that you have purchased/downloaded it before, not that it will be downloaded from iCloud.
