Ran backup with Time Machine twice and for this message. Trying to do backup before I do updates
Time Machine couldn’t complete the backup
Applications/VLC.app/Contents/Frameworks/Sparkle.framework/Versions/A/_CodeSignature/CodeResources” could not be backed up
Can someone offer guidance. I have no idea what this means.

That is complaining there is something wonky or bad permissions or other trouble inside the VLC app.
Mac Applications DO NOT modify themselves, so a new install is a PERFECT replica of the old one.
if you have problems later with VLC (or any App) you are MUCH better off re-installing from Primary sources, Not from backups.
I suggest you consider adding the entire /Applications folder to the exclude list. Then it will not be backed up, so no errors will be generated.
