Using Final Cut Pro Trial, 10.6.8 with Sonoma 14.0
Trying to render a small section of a clip just to see if the quality improves. I can select a whole clip but File--> Render Selection and File --> Render All are greyed out.
Now what?

There is nothing to render. Either it doesn’t need to be rendered or it’s already been done.
If you just want to send the client a section of the project mark in and out points in the timeline with I and O and export. It will only export the marked section.

As Tom says, turn off background rendering (it's on by default and is re-enabled if you reset FCP preferences). To turn them off, go to Final Cut Pro->Settings...->Playback and uncheck Background rendering. This will save you tons of disk space. You can always manually render a section if it's too complicated to play in real-time.
I forgot to send the screen shots. Meantime I think I solved my problem. Just needed to mark in and out and then command-E to export it. Worked just fine. Thanks for your unbelievably quick responses!!
There is nothing to render. The files match the project properties and no effects have been applied, or the material has already been rendered in the background. Most users recommend switching off background rendering as it generates large files that are not really necessary for most recent computers.

Can you render with clip selection →control+R?
Menu →Change →Render Selection
For partial export, select range with In and Out →⌘E
Do you have background rendering turned on? Do you see the dots at the top of the timeline? Post a screenshot of what's happening in the interface.
Thanks for suggestions so far. Yes background rendering is on, no there are no dots above the frame, background rendering seems to be grayed out when I select a movie clip and nothing gets rendered. If I use command-E to export an in-out section than the whole file gets rendered. I was looking for a quick way to show a client how the movie would look at final resolution. BTW this is a trial version of Final Cut.

We can get more accurate information from screenshots than from written explanations.

Because it specifies the whole thing. Look carefully at the diagram with ⌘E written in red. If you specify a partial range, the entire range will not be exported.
