My phone won’t back up because it says I don’t have sufficient storage but the iCloud shows 37 MB of 5GB is being used.

You may not have sufficient storage for a backup.
Check Settings > Apple ID > iCloud > iCloud backup > Your Device Name
You'll then see the last backup, size, and the next backup size (it may take a few minutes to calculate)
