What should I do when I have over half my iCloud storage open but when I try to back up my phone it tells me I don’t have enough storage to back it up

Probably because you don't have enough storage space in iCloud to back up your device.
To see the size of your next backup go to: Settings > Apple ID > iCloud > iCloud backup > {Your Device Name}
It will take a while to load but you'll see the current backup size and the next backup size.
