You've clearly purchased a stolen iPhone. No one here, nor at Apple can help you. Try to get your money back as you have a useless phone you can't use. If you can't get your money back, recycle the phone responsibly.
A phone is blacklisted by the carrier at the request of the owner. Apple has no control over blacklisting, so Apple can’t help. My guess is that you bought a stolen phone and you have been scammed.

The solution to the problem is to return the phone for a refund. Nothing else will do. The next best solution would be to recycle the phone.
