How do I reset my passcode on my newly IPhone without an ICloud set on it?
I got a newly iPhone 15 pro max from my uncle but he’s not sure of the passcode he set on it and there’s nothing like iCloud on it. How I do get the phone restarted again?

How to Unlock a Locked iPhone:
If the iPhone is locked, then have your uncle unlock it. He needs to contact Apple Support. The lock is a theft deterrent. So, if he does not have the original proof of purchase (i.e. sales receipt or original packing), then he may not be able to get in. So, have your uncle set up a Gnius Bar Appointment at your local Apple Store. There, he'd bring along a proof of purchase (i.e. sale receipt or original packaging) and the iPhone, itself. Apple would assist with the reset.
Then, have him hand it over to you...
Once unlocked, he would perform as incstructed here, including the iCloud logout: What to do Before you Sell, Give Away, or Trade In your iPhone or iPad - Apple Support. Once done, you can log in to it.
