Custom App Distribution via Apple Business Manager for B2B app

I have some a query regarding the type of distribution for an app developed by my organisation. 

1. The app will be distributed privately for targeted customers/organisations. (not for the general public). 
2. While we have developed a base application (with a single Xcode project with different targets), we offer customisations on top of it, such as colours, branding, font, images etc. and include features only relevant to the targeted business. These custom variations will be separate applications, and will have their own Bundle IDs and App names.

We believe that Custom App Distribution using Apple Business Manager is the ideal way to distribute such applications. However before proceeding with this distribution approach, we wanted to check with you so that we do not violate any of the guidelines (especially points 4.2.6  and 4.3) mentioned in App Store Review Guidelines - Apple Developer. 

We have tried using the 'Contact Us' option to check with Apple directly, however we are being suggested to submit the app for review as they would want to review the case individually. However doing so can potentially result in a negative impact on our business should they find any violations since we will have to re-evaluate the distribution strategy. Has anyone faced a similar situation?
