I wanted to make space on iCloud and I deleted my notes from iCloud and now all my important notes are gone. How do I recover this?

Open Notes. Do you see a folder called Recently Deleted? If you do tap on it, tap on the lost notes and tap Edit, select the notes and tap Move.
If there is no Recently Deleted folder or you previously deleted notes from it then you cannot retrieve them.
When you delete Notes they are used to a Recently Deleted folder. You can recover them from there.
Note that iCloud is a sync service, so anything that you change, add or delete on iCloud or any device logged in to iCloud will be changed on all devices that sync to that iCloud account.
That’s exactly what is supposed to happen. If you were trying to free up space in your iCloud you needed to go to setting on your device and toggle off apps you didn’t want using iCloud or toggle off apps you didn’t want included in backups. Physically deleting data from the iPhone or iCloud that is being synced to iCloud will delete it from both places.
I deleted it from iCloud and it automatically deleted from my phone.
