Face ID attempts exceeded after 5 tries again/Country and Region settings message

Same thing happens again after 10 months.

This time, I’m trying to change my country and region. But I have Face ID enabled for it and I try 5 times to Face ID to unlock the account settings for my Apple ID but I get the message of “Face ID attempts exceeded” So I had to enter in my passcode to see my account settings and when I click country and region, I get a message that says "You must use all your credit before changing your country or region."

My Face ID still works even though Face ID is supposed to be disabled after 5 attempts before entering your passcode to renable Face ID.
