Why can't I create an Apple ID?

I'm using the website, and clearly have a reliable internet connection... clearly am using a supported browser (Safari)... I'm in the US... all the known requirements are met. If there was a form validation error, then I wouldn't be getting this error. According to Apple's Status page, this service is up / running just fine.

WTF!?

I have a similar problem I get the message. „Your request could not be completed“ without explanation on why not.

any help would be appreciated!

I appreciate the sentiment to verify that I didn’t make a mistake with my info, but clarified in my original post that all known requirements to submit the form were met. As an IT and product design professional for the last 30 years, I wouldn’t say that unless I was absolutely sure that was the case.

So… my question still stands: why would the system not accept my request and return such a generic catch-all error unless the system was down or a development team recently introduced a bug?

Check what you are doing is valid and has all the information required. Sometimes an "at this time" message doesn't really mean something isn't working now but might be later; it instead can mean there is some other issue with the validity of the action (e.g., missing information) you are trying to perform and once you take care of that issue then it can do it.

In regard to that, make sure you have checked every little bit of information is correct and where Apple asks for it you have included something valid. Without looking over your shoulder this isn't something where we can tell you you are missing X. It could even be something in another setting is missing.

Check Apple's documentation about the action you are trying to do and if you still have problems contact official Apple Support:

If you don't see one that handles your issue then keep experimenting with selections until you reach one that gets you a chat session or a telephone call and get the representative to redirect you.

And, as Apple is a design- and usability-led company (branding themselves as a company that thinks through even the smallest interactions), I would be SHOCKED (and very, very disappointed) if they cut corners on this top-of-funnel form and didn’t build in helpful validation mechanisms with specific error messages.

Even the server behind this form seems to be struggling from time to time.
