Persistent Screen Time pop-ups when using "allowed only" web content filter

I have a MacBook Air 2022 (M2), and I have been using the “Allowed Websites Only” option on the Content and Privacy section of Screen Time. I have curated a list of the websites that I use and lock the rest to help my productivity and focus. I’ve used this feature on MacOS Monterey and Ventura and it’s worked well for me (it was occasionally a bit glitchy, but nothing too bad.)
About two months ago, I installed the newly released Sonoma OS. The install went smoothly, but I started having issues with Screen Time. I began getting these Screen Time pop up windows saying that some apps were “attempting to access a secure website” and gave a list of sites with a checkbox next to them and a “add website” and “ok” button. I had never seen this pop before, but I thought it was a neat new feature, because I previously had to individually add each of the domains that were incorporated into a given website (such as ReCAPTCHA). The issue was that it’s incessantly popping up, even after I hit the OK. (Interestingly, both opened and unopened apps trigger these pop-ups, including Apple's own apps, as illustrated in the attached screenshot.)
I've attempted various troubleshooting steps, from Safe Mode to reinstalling Sonoma, without success.
(I would also be interested to understand how apple’s white listing works generally. For example, even If you only allow a specific domain, if you look at the web inspector, it's accessing many more domains that weren’t expressly allowed, on the other hand reCAPTCHA has to be specifically allowed, even if it's being requested by an authorized site.)
Bottom line: I've used "allowed websites only" for the past year without ever seeing this pop-up, and then Sonoma OS triggered this pop-up that I can't seem to resolve. If anyone in the community has insights or information on this Screen Time pop-up, I would greatly appreciate your input.
