A password is required to activate this device because it's owner has "find my device".
The user no longer has the AppleID and pass word used to set up iCloud.
This is a childs phone for games. She doesn't have any of this. Not even the phone number or original paperwork.

There is nothing you will be able to do to use the device without the original owners Apple ID and Password. It would defeat the whole purpose of theft protection to be able to bypass it. The device can only be recycled.
How can I deactivate Theft protection?
