Downloads -> ICloud or Dropbox -> ICloud

I don't want to sync the photo app on the mac to icloud. I don't use the photo app. How can I get photos to Icloud if they are in downloads and I don't want to use the photo app on the mac. Is there a way to go from Mac downloads -> Dropbox -> Icloud? How would you do this avoiding the photos app?

iCloud Photos - I don't want them to sync - I just want a shortcut Hi, Just as my topic states: I don't want my iCloud Photos to sync to my computer and use up a lot of drive space (well, honestly, this is what I've heard happens - I use another cloud storage service usually and have done since it was called SkyDrive). I know how to sync or not-sync via my Apple ID-setting - but I want a better way to access my photos on my computer without going via Safari and iCloud.com . I can't find an app or any solution - does anyone know if there is any? I do not need it to be offline, I want to be able to put up a shortcut in my finder window like I have to my iCloud Drive and other places - but to my photos. From your file on your computer, drag it into your iCloud Drive folder in Finder.

You can simply move your folder of photos into iCloud Drive.

How? I was trying some kind of drag n' drop to no avail. What is the right way to do this?
