I got a piece of ice out of my charging port and it still doesn’t charge
I dropped my phone in the bathtub then put it in rice there was a pice stuck horizontally and i got it out and now my iPod touch wont charge

I can't think how dropping your phone into the bath would stop your iPod Touch from charging.
For now, I'll make some assumptions:
- you have dropped your Apple device into a bathtub with water in it, so that device was submerged into the water. When this happens, water gets into the electronics and can cause irreparable damage
- sometimes, if there is only a little bit of water in the device (phone or iPod Touch), putting the device into dry rice can soak up that water and prevent the device from being damaged. This has limited success
- you have put your device into some (hopefully dry) rice (either that, or you were intending take take a very cold ice bath) and it was a piece of rice that you removed from the charging port
- if I'm correct so far, it may be that there was too much water and the device is now damaged beyond repair
