Notify them of what?

You should ask them before you set them as a Legacy Contact if they want and are able to be your Legacy Contact.

Once you set them up as a legacy contact you can send them a message through the Messages App with the Legacy Access Key, or print it out and physically give it to them as shown in the support document you posted from.
