Enabling MMS messaging on MacBookPro

I can send texts to most of my contacts from my MacBook Pro but couldn't send a video to one particular contact. The message I received was "Cannot Send Message. MMS Messaging needs to be enabled to send this message." I can't figure out how to enable MMS messaging.

Forward SMS/MMS text messages from your iPhone to your Mac or iPad - Apple Support describes how you enable it on your Mac and your iPhone.

If you did that and problem is isolated to only one recipient, it may be a limitation of that recipient's cellular data plan.
