What is the permanent storage solution using iCloud for long term photo storage that will allow me to delete the photos that “live” on my device allowing me to free up space on my device?

Does iCloud offer a permanent storage solution for photos? For example, when I delete a photo from “photos” app on my device, it deletes the photo from iCloud. Is there a permanent iCloud storage solution that automatically uploads photos from my device and will allow me to delete photos from my device, all the while they are permanently stored in the cloud where I can view at anytime or later download back to my device is I choose to do so?
