By default, Finder only shows Mounted Volumes.
a blank disc has no Volumes, so it is NEVER shown by default in Finder.
if you change some settings around, you can get a simulation of a blank CD/DVD to appear while you conduct a burn session, using this article:

Could be a bad disc. I with try another blank and/or a different brand.
menu > about this Mac > (system Report) > Disc burning
be sure to read the last line, then follow the directions
can you post the text or a screenshot of that report?
I've created, via Finder:New Burn Folder and copied files (multiple .jpg photos) into the burn folder. Inserted a blank DVD-R, selected "burn" in the New Burn Folder....and.......nothing appears on the CD after it was, once again, rejected by the CD drive.
The CD drive rejects the blank DVD-R, after much whirring and clicking, so the article referred to is not relevant.
I've tried multiple Memorex blank DVD-R cds...same result. It WILL load and read written Memorex DVD-Rs.
I can't "insert a disc". The drive rejects it. I never get to "choose File > Refresh Information".
