Unable to watch my videos or share pics/videos

My iPhone13 is less than a year old. It’s been mostly fine but this week, the Camera app stopped working. As I took a pic or screenshot, the app just closed and never actually took the pic. I haven’t been able to upload any pics to Shutterfly (they show as blank) or watch or send my own videos. They are saved to my iCloud, and both my iCloud and phone have some space left. I recently downloaded 17.1.1 (had stayed with the 16 iOS until about three weeks ago). Any idea what I can try? I reinstalled the Shutterfly app and have restarted my phone a bunch of times.

Apparently you are using iCloud Photos. I don’t use iCloud Photos so I can’t really give you more detailed advice. What I did was to enter the phrase - An error occurred while loading a higher quality version of this photo - into a Google search and there are quite a few “fixes” that you can take a look at.

Darn it. It did work for a moment. Now it’s back to not loading/saying it can’t load. I have WiFi and service, and it did this here and at my brother’s yesterday (on his WiFi and I also have Verizon and no one else has any issues). It’s as if my phone just cannot connect with what I have in iCloud. Even taking a simple pic and immediately trying to attach it to a review, it can’t do.
