Deleting photos from my phone, are they saved in iCloud?

I am out of storage on my phone and uploaded photos to iCloud Photos. Is it safe to delete the photos off of my phone? Thank you in advance!!

No, iCloud is a syncing service, not separate storage. If you delete the photos on your phone, they will be deleted from the iCloud as well and also any other Apple devices you are synced to iCloud with.
