I was on Verizon but changed to pure talk a year ago . I would like to use this device to get messages but do I need a new SIM card?

it does not matter if it's a cellular model with a sim or if it's the wifi only ipads
if you need a new sim depend on if it's the cellular model and you wish it to access the internet when outside of wifi range
when it has an internet connection it will be able to receive iMessages which is sort of like sms but only between apple products
