This can be two separate apps: what's the best, today or nowadays, preferably non-paid (trial or demo without limits is ok too, or a plug-in) app/s to resume downloads and to download Youtube (Shorts for example) videos?

Since some YouTube (and other sites) video is not intended for download, and may be copyrighted material, there will be no recommendation for any product here that would violate those protections. You should use Google to find these class of products on your own, and at your own legal risk.
Hi, I understand the copyright but I think it's legal for something like: sometimes just files from friends or relatives who may have huge, personal long videos set to private (link only known to us for maximum privacy for example) coz' he or she may be far away and want to share a copy (vacation or party long, unedited videos for example). Thanks, it's ok now. I found the apps (one can install a plug-in), it might just have been Safari's download manager.
