No matter how much I have changed the password I keep getting the same email saying "your apple id has been used to sign in to imessage/icloud", and its always a different device, I dont know what else I should do. (I did set two-factor authentication)

I get those occasionally. No rhyme or reason behind it other than maybe it is a device I haven't used in a while and Apple appears to have forgotten that it is mine. If it is a device you recognize then you don't really have any concerns other than a minor nuisance factor.
