Notes went blank

Okay so i restarted my iphone & deleted the NOTES app like instructed nd reinstalled the app now its still all blank. How do i retrieve the old notes with all my important notes on it ???

After the latest update, all the notes in my Notes app disappeared from my iPad They are still in iCloud and still visible on the Notes app on my phone, but completely blank on my iPad.
