Iphone not charging after IOS17

I have an iphone 11 and before I updated it to ios17, it charged fine and I could use it even when it was charging and my phone would still charge. However, now that I have updated my phone I have noticed that the fastcharging cable that I use doesn't charge my iPhone (it charges my airpods) even though my phone is showing it is charging, the percentage stays the same or goes down in being used. this isn't just if I'm scrolling, if I have a timer/music on it will drain my battery even though the icon is showing it is charging. even when I am not using my phone it either charges really slowly or just stays at the same percentage. I managed to fix the issue by properly restarting my phone, but when putting it on charge and putting some music on about an hour ago, it has drained to 2% and even though I am now not using it, it has stayed at 2% for the last fifteen minutes or will go down to 1% and stay there.
