Emails reappearing after I erase them

Remove the whole eMail account.

Then, add the account back. Things will sync to how they should be. Syncing seems to be the culprit here.

eMail Account Removal:

Try the following: Remove eMail Accounts in Mail on Mac - Apple Support. Does that work? Or do they keep coming back?
