Number Lock?
Not certain what "number lock" is. If you are talking about using a passcode, then it would make things more secure. If any downside, you would get locked ut, if you enter it incorrectly too many times. So, keep a handwritten, hardcopy of what your passcode actually it. Store it in a location that only YOU are aware of, and only YOU have access to. Go here for more: Set a Passcode on iPhone - Apple Support

Number lock is not the same or equal to Find My. It is solely to protect your phone number from being ported to another carrier without your permission if someone is able to get your details.
You can set up a Number Lock to protect your mobile number from an unauthorized transfer. Once a lock is set up for a number, that number cannot be ported to another line/carrier unless you remove the lock. You can set up a Number Lock with the My Verizon website and app or by calling Customer Service at *611.
What Verizon Wireless is asking for my permission to "lock" my cell phone number so that no one can take that number without their consent. They are touting this as a protection against fraud by preventing anyone from "taking over@ my number in order to defraud me or others.

Giving a Carrier Permission to Lock your Phone:
Sounds fine to me, as long as you can rest assured that you can get back into it. See what the restrictions are, such as never being able to log into it again, if entered incorrectly too many times. But, know that you can lock with Find My, if it is an available option in your country/region. Find My is not available in all countries/regions. So, this sounds like a great workaround for locking it, given Find My is not working elsewhere. Learn More Here: iCloud+ - Find My - Apple

That clears it up. Thank you!
