You are saying you turned off settings in Privacy & Security

Then review your settings in

>System Settings> both wall paper & screen saver

Change Wallpaper settings on Mac

Change Screen Saver settings on Mac

You do not say what exact Mac this is...(?)

are you fully logged out, or merely "password required"

"[√] require password nnn minutes after after sleep or screensaver begins" is on the

Security & privacy > General tab

Fully logged out is controlled by setting on the (Advanced) button on that pane.
