Safari 17.1 not working well with Ventura 13.6.1

I've noticed since the last update of Safari and Ventura 13.6.1, Safari is not loading web pages. It's also slow to respond. I'll click on the reload icon with mixed results. Is there something I should be doing to fix this? Is this a cache issue? A cookies issue? A milk issue?

—You can try launching the Safari.app holding the Shift key down, for a fresh start.

—You can try A SafeBoot Use safe mode on your Mac - Apple Support will sort many anomalies

Does a quick disk repair before it fully boots up, and certain system caches get cleared and rebuilt, third party system modifications and system accelerations are disabled.

Login and test. Reboot as normal and test. Caches get rebuilt automatically.

This test will tell you if third party interference; most* extensions etc are not loaded in safe boot mode.

—You can try a different browser and compare your results

Any Third Party Applications that will interfere with the normal operation of the OS,  is an invitation for disaster.

Remove VPNs, Third Party Security Software, Disk Cleaner / Optimizers and possibly review your Ad Blocker Applications or Safari Extensions

Run a Speed Test from your ISP and see if you are getting what you have paid for.

Some ISP Routers may offer a " Speed Test " from within the Router Interface

It does appear to be a Safari issue. I have since switched over to different browser, in lieu of Safari (which I prefer) not working, however once Safari is opened and after a few minutes it eventually will process webpages again. Generally, I have to leave Safari open for the remainder of the day/s or until I restart the computer again. Once I quit Safari, the issue may return but it is normally only temporary. It is just a hassle when you jump on the computer and you are trying to do something quickly. Apple recently pushed a Safari standalone update a few days ago or so which I thought initially resolved the issue but it is still a problem just not as bad as it was before.
