I am having this same issue.
iPhone 14 Pro, recently updated to IOS 17.1.2, Verizon Wireless business account
Despite the below reply to this problem, this is not a carrier issue. I am on a business account with other cell phones that have no problem hearing a dial tone on calls. Specifically my phone is having an issue ONLY with hearing a dial tone for a call to a landline. I've seen multiple posts with the same problem, but no confirmed results. Restarting, resetting the network, checking for updates and carrier settings- none of these worked. I have turned airplane and do not disturb modes on and off just to see.
Barring reseating the SIM card and resetting the entire phone, I don't know what other steps to take. I would prefer NOT to resort to these measures, as I need my phone constantly with work and don't have that amount of time to be without it.
If anyone knows what the issue is, please do respond. This seems to be a common iPhone bug going back several generations of iPhone and operating systems which is very annoying.
