My watch says it's unable to check for updates. When I try updating through the iPhone instead, it says "update iPhone first." The iPhone is up to date. I've already tried hard rebooting the phone and watch, and unpairing and pairing the watch. No luck.

With an iPhone 8, iOS 16 is indeed the most you can update. To update a watch to watchOS 10 would require an iPhone with iOS 17. So essentially you are stuck at where you are now and no further updates to the iPhone or watch are possible.
