My father recently passed away. All of his apple devices have been sold out. I want to delete his Apple ID. But when I entered his Apple ID, I need to input verification numbers sent to one of his devices. I do not have the devices anymore. Can I still delete his Apple ID? How?

You should contact the official Apple Support about that and have at least a death certificate ready to provide, if you have not been set up as a Legacy Contact by your father.
