If I buy an Airtag in USA, can I installed it and use it in Costa Rica?
is that feature working for Costa Rica?

sure, it's only feature is bluetooth so it's global, since you ask then
just so you know they do not have gps or internet or anything, so if they are outside of range of
any iphone with bluetooth enabled and internet access they're dead in the water, and can't provide you with any sort of position
