My shared location is not working with my girlfriend. It shows on her phone 5 days ago and will not refresh. I can not turn off share location with her and turn it back on. I have reboot the phone and still not working

If it's working but not all the times or not refreshing it could be a network issue, maybe the data connection isn't fast enough to always supporting location or it's patchy.
Make sure to have both iPhones updated to the latest IOS, and reset the Network settings, in Settings>General>reset iPhone>reset>reset Network settings
