I am trying to arrange these in my library not in a album.
Again drag and drop doesn't work and the more tab doesn't show my sort as an option.

You can only sort the photos in albums you create yourself. All albums created automatically by Photos for us are having a fixed sort order, specific for each album. The sort order in the Library albums depends on the system version and the album we are viewing. Some of them are sorted by the date added, others by the date taken.

The Library view is preset to show all your pictures in the order they were added to your phone. You can depend on that, because you can't change it.
Sort order is provided in albums. You can, if you like, select all your pictures and put them in an album called "All My Pictures," and then you can sort them in the usual ways.
