Hacked Apple ID, Any Advice/Resources?

I had received a call from whom I believed was my bank. I trusted him to improve my security and the way he worded things made me believe everything he said and was genuinely trying to help me. I basically fed him my Apple ID information without realizing and now looking back made me realize how stupid I was. He was able to convince me to change my password and everything. This resulted in him changing the trusted phone number as well as the email associated with my Apple ID. He was also able to convince me to transfer $7,500 to my own Apple Cash in which he instantly withdrew once he got ahold of my Apple ID. Half of the money came from student loans to pay for my housing while being in school and now it's all gone.

Due to me not having access to the new email or phone number the person changed it to, I am not able to receive a verification code or anything in order to get my Apple ID back. Using my old email I had before he changed it, it says that the email is invalid, basically saying it's no longer associated with the Apple ID at all, or with Apple in general.

The police has been contacted, I had filed a police report and they have yet to follow up with me. I went to the apple store and they are unable to do anything either. I have contacted Apple Support countless of times, even transferring me to senior advisors and no one is able to help me. I have also contacted Apple Headquarters and they told me the only thing I can do is fax Tim Cook himself and his team will reach out to me. It's been a few weeks and I have yet to hear anything back and I highly doubt I will to be honest.

I was able to take a screenshot of the person's device they logged into, including their phone, serial, and IMEI number but apple support said they can't do anything with that. He had me remove all my devices, and right after, I was attempting to re-add my iPad so now my iPad is partially signed in. All my stuff is on there but without the password, I can't access photos/videos that aren't downloaded, my text messages, files I saved, it's right there, in front of me and I can't access it.

At this point, I am willing to try anything and I'm not sure what else there is to do.
