Photos on iCloud appearing with a exclamation mark

I logged into my iCloud this morning and all my photos have a grey exclamation mark, almost like there is an error. I can see that photos are syncing when I go on my photo library on my phone, however the photos aren't appearing on iCloud, just files with the exclamation mark. I pay for storage and I have plenty of storage left, so not sure what is going on???

can't download photos to edit them!! I've recently discovered that when I try edit certain photos of mine the download button appears and won't move meaning that I can't edit/ crop/ revert the photo. The photos are all safe in icloud but I can no longer edit them on my iphone. my photos are set to 'optimise storage' but I always used to be able to access my old photos to edit them. Has anyone else come across this problem?

photo could not be downloaded My husband and I share photos. I tried to download some of these shared photos from icloud and get the following message: "Photos could not be downloaded. Photos could not be downloaded at this time due to an error. Please try again later." I can still download the non-shared photos. Does anyone have any ideas? TIA.

When I go to open most of my photo files I get this message I had moved a ton of photos from my downloads to the photos app - afterwards I deleted the photos from my downloads. My trash empties every 30 days - what do I do if I can't access the original photos? I don't want to lose thousands of photos.
