in MacBook Pro, app. Mail when sending a new mail in toolbar the option "include attachment" is not active, hence unable to send mail with attachment .

In the Mail app 
on your Mac, do any of the following in a message you’re writing:
in the toolbar, locate a file, select it, then click Choose File.
in the toolbar, then drag a photo into your message. You can also take a photo or scan documents, or add a sketch, using your nearby iPhone or iPad.I believe the text pointer must be in the BODY portion of the email message for the paper-clip 'attach' Icon to the active.
