My MS One Note sticky notes are gone on new iPhone 14

Yesterday I got a new iPhone 14 to replace my SE 2nd gen which had a dead home button. Everything works fine after doing a backup and restore...except my OneNote Sticky Notes. I use them because they can be synced between my windows machine as well as my Apple devices. They worked fine before...but now they are not availble on any of my Apple Products (but still on my windows laptop).

I have deleted/reinstalled the app on my new phone, and reset the account with no change. Also, none of the online suggestions that I have found resolve this issue.

(Of course I can use apple notes, but they do not sync to my windows machine)
