If you really want to do that, go to:

Settings > General > Software Update

Turn Automatic Updates off.

As mentioned though, this is not a good idea. The point updates in particular are usually security patches.

I do have mine set to off, but only because I want to see if there are any gotcha's that appear in a new upgrade or update before proceeding. It's rare, but does happen. I usually wait to or three days then apply the updates manually.

And all such upgrades or updates slow down the an iPhone and iPad (in particular) for about a day as there is a lot more updating going on in the background when it appears to already be done. This uses the battery faster than typical since it's doing a lot you can't see, but things will go back to normal when it's done.

What a great idea! Stop the updates that block hackers from getting into your phone. The professional criminal hackers will love it!

BTW, I have never had an update that made my phone slower or unpleasant to use in 16 1/2 years of installing updates. Every update has added useful features, and none of them have impacted the performance of my phone. Most have improved the performance.
