Flash alerts is turned on but doesn’t flashing for calls and notifications

Hello flash alerts is turned on but doesn’t flashing for calls and notifications. If I turned on flash in silent mode is working but I don’t want to flash on silent mode. When flash in silent mode is turned off any flashing doesn’t work
