on-device Siri processing not working on Apple Watch 9

Bought Apple Watch 9 (MR8W3QC/A), WatchOS 10.1.1. With iPhone 13 mini iOS 17.1.

Using Siri only for setting alarms, timers, trainings. Sometimes it was not working. Tested it with and without internet on iPhone (AW don't have internet), Siri is working only when connected to iPhone and internet.

If AW connected to iPhone, but iPhon on airplane mode, then Siri is not working at all, just continiously thinking and asking to repeat "set timer for 10 minutes".
